POSITION DESCRIPTION

 

TITLE: Shire Ranger (Western Sector)

LEVEL: 3

DEPARTMENT/SECTION: Corporate Services - Ranger Services

POSITION OBJECTIVES:

Objective of Position:

Implement enforcement of the Dog Act, Off Road Vehicles Act, Litter Act, Bush Fires Act, Local Government Act and other miscellaneous legislation and regulations, in accordance with Council Local Laws and Policies.

Within Section:

Co-ordinate the delivery of Ranger Services within the eastern sector of the Shire and liaise with other sections on Ranger Services related matters affecting the municipality.

Within Organisation:

Coordinate and assess applications and infringements related to law and order within the interdepartmental referral processes in the Shire.

Sound knowledge of the Shire of Ashburton district;

Working knowledge of court procedures.

Experience:

At least one years experience as a Ranger working under supervision within a Local Government or two years experience in law enforcement or training provided.

Qualifications and/or Training:

Hold a current "A" Class licence.

 

KEY DUTIES / RESPONSIBILITIES:

Animal Control

Serve as an authorised officer under the Dog Act 1976 (relevant local laws) and local law relating to the control of cats;

Perform patrols of all areas of the district and where appropriate impound dogs and cats, issue warning and infringement notices on offending dog and cat owners, investigate dog and cat attacks on persons and other animals, and any other matters under the Dog Act 1976 and local law relating to the control of cats.

Oversee the operations of the dog and cat pound including the release or destruction of impounded dogs and cats, and collection of pound fees and registration fees where appropriate.

Perform the duties of an RSPCA Constable and enforce the Prevention of Cruelty to Animals Act;

Bush Fire Control:

Liaise with the Chief Fire Control Officer, Bushfire Brigades, WAFRS Volunteer Brigade and Department of Conservation and Land Management in the control, suppression and extinguishing of bush fires.

 

Control of Vehicles (Off-Road Areas):

Serve as an authorised Officer to investigate any complaints relating to off-road vehicles and to take the necessary action (ie infringement notices, etc) in accordance with the relevant Act.

Litter Control:

Serve as an authorised Officer under the Litter Act 1979 and issue warnings and infringement notices to offending persons as and when the need arises.

Australian Encephalitis Monitoring Program:

Undertake blood sampling from chickens, as part of the Australian encephalitis Monitoring Program which is co-ordinated by the Health Department.

Public Relations and Community Liaison:

Promote the image of Council and Ranger Services by the organising and manning of public relations displays, event, school visits etc in accordance with Council Policy.

Integrate and work with organisations in the community, particularly the Aboriginal community.

Prepare an article for publication in local community newspapers in Onslow and Pannawonica on a monthly/fortnightly basis

Attendance at Local Emergency Management Advisory Committee meetings and Aboriginal Advisory Committee Meeetings (when required).

Fisheries:

Perform patrols of all rivers, creeks and foreshores, to inspect catches for breaches of the Fisheries Act and to administer the rules and regulations relating to the use of nets.

General:

Conducts patrols and safety checks of Council buildings and facilities;

Initiates legal proceedings for the breach of relevant laws and Local Laws under the direction of a superior officer and attends Court to give evidence as required;

Report on hazards likely to endanger the public, for example - fallen trees, road damage, fallen power lines, finding of dangerous substances, etc;

Render assistance in emergency situations, until emergency services officers arrive;

Record, investigate and follow up on complaints received relevant to Ranger Services;

Any other duties consistent with the level of this position and the principles of broadbanding;

EXTENT OF AUTHORITY:

Operates under general supervision, within established guidelines, procedures and policies of Council as well as statutory provisions of the various Acts and other legislation.
