1.0 TITLE: Plant Operator - Road Maintenance

2.0 LEVEL: Municipal Employees Award - Level 4

3.0 DEPARTMENT/SECTION: Technical and Development Services

4.0 POSITION OBJECTIVES

4.1 Objective of Position:

To perform tasks associated with the construction of roads and drainage, and the maintenance of other associated works within the Shire of Ashburton as directed by the Supervisor/Engineering Technical Officer.

4.2 Within the Organisation:

Liaise with members of the public where required.

4.3 Within Department:

Responsible for the safe operation and maintenance of plant/equipment, and to work effectively as a member of the team.

5.0 REQUIREMENTS OF THE JOB

5.1 SKILLS:

General:

Indicative, but not exclusive of the skills required of an employee at this level are:

In accordance with Council’s policies, procedures and specifications, operate and maintain a range of vehicles and associated equipment used by the road maintenance section, eg roller, trucks, loader and grader.

Perform manual duties when required.

Have a sound knowledge of Council’s occupational safety and health policies and procedures.

Exercise a duty of care, and work in a safe and efficient manner, having regard to the safety of self, other workers and members of the public.

Maintain daily time sheets and other records as required.

Maintain a high standard of service to both external and internal customers.

Have a sound working knowledge of Council’s organisation, operations and general procedures.

 

5.2 Communication:

Have sufficiently developed oral and written literacy and numerical skills to enable the incumbent to negotiate with other employees, higher level staff, clients, suppliers and members of the public.

 

5.3 Knowledge:

Be able to determine gravel and water supplies for road construction when required.

Have knowledge of materials and equipment used for road construction /maintenance works.

5.4 Experience:

Minimum of five years experience in the road construction industry.

Experience in the operation of heavy plant/machinery.

 

6.0 KEY DUTIES AND RESPONSIBILITIES

Perform road construction and maintenance tasks.

Responsible for quality and standard of own work performed, including productivity and safety.

Maintain daily time sheets and other records as required.

 

7.0 ORGANISATIONAL RELATIONSHIPS

7.1 Responsible to:

Supervisor - Road Maintenance

Engineering Technical Officer

7.2 Supervision of:

N/a

7.3 Internal and External Liaisons:

Internal:

Road Maintenance staff, Administration staff, Technical Services staff, Plant Maintenance Supervisor, Town Maintenance Supervisors.

External:

Contractors, General Public, National Park Rangers, Pastoralists.

 

8.0 Extent of Authority:

8.1 General:

Works under direct supervision of the Supervisor – Road Maintenance.

8.2 Decision Making and Problem Solving:

Problems can be complex and of a technical nature. Solutions need to be devised using initiative, personal judgement and discretion.

Exercises high precision trade skills using various materials, construction techniques and plant/machinery.

 

9.0 Selection Criteria:

9.1 Essential:

Good communication skills, both verbal and written.

Current A and B class licence.

Sound knowledge of occupational safety and health.

Demonstrated competency in the operation of all plant and equipment used by the road maintenance section.

Extensive hands-on experience in road construction.

Ability to work in a team environment.

Ability to determine good supplies of gravel and water for road construction.

Knowledge of weather, local conditions and the geographical area comprising the Shire of Ashburton.

Physically fit.

9.2 Desirable:

C Class licence.

2 years experience in local government environment.

Current Senior First Aid Certificate.

Successful completion of an approved Traffic Management Course.

Good working knowledge of Council’s organisation, operation and general procedures which impact on the construction and road maintenance division.
