OVERALL OBJECTIVE FOR THIS POSITION

To professionally manage and have maintained all aspects of Councils operations in the area of plant, equipment and vehicles.

To manage the effective implementation of Councils plant management program.

To report to Council on all aspects of the plant management operations as requested.

To provide Council, Staff and clients with advice on all plant management and maintenance issues.

 

OBJECTIVE OF THIS POSITION WITHIN THE IMMEDIATE SECTION

To plan, program, organise maintenance programs, initiate and supervise implementation of all aspects of plant management within the Council

 

OBJECTIVE OF THIS POSITION WITHIN THE ORGANISATION

To liase with staff and suppliers to provide the timely change over of plant/equipment and vehicles.

To liase with outlying staff, organise and implement maintenance programs for plant/equipment used in the field and to have an organised system for dealing with emergency breakdowns that occur in the field.

Knowledge:

Developed knowledge of all the technical and practical aspects of plant management, including budgeting (both capital & operating), planning, replacement programs, maintenance programs and schedules;
Sound knowledge and experience of forward planning practices and their importance in resources acquisition and allocation;
Sound knowledge of legislation that applies to the Local Government environment in particular, purchasing and tenders and occupational health and safety;
Sound knowledge of computer operations and fleet maintenance software availability;
Sound knowledge and experience to undertake hands on mechanical repairs in emergency situations and diagnose causal problems for transmittal to contracting mechanic or companies as needed.

Experience:

At least 3 years experience in a multi-functional environment requiring an understanding of the technical and practical aspects of plant management;
Experience in plant resource management;
Experience in Occupational Health and Safety;
Experience in planning schedules and replacement programs;
Appropriate experience, qualifications and/or knowledge of professional mechanical repair work.

Qualifications and/or Training:

Appropriate experience and/or qualifications in all aspects involved in plant management and its technical environments;
Hold a current "A" & "B" Class Licence;
Hold a current Forklift ticket.

 

KEY DUTIES/RESPONSIBILITIES:

Primary Functions:

Supervise all aspects of plant management;
Provide advice and reports to the Manager of Technical and Development Services and to Council on all issues of plant management.

Specific Duties:

Manage, implement and supervise all aspects of plant management ;
Budgeting for plant, equipment and vehicles, including both operating and capital;
Planning, replacement programs and purchases;
Assistance to Manager Technical Services for plant and equipment mobilisation and demobilisation in an emergency or disaster situation;
Maintenance planning, parts ordering, service contracts and general organising;
Invoices and requisitions, approving of and signing off;
Licensing, renewals, transfers, upgrades and changeovers;
Shared equipment schedule between Councils depots, planning and implementation;
Ensure occupational health and safety requirements are met in relation to plant and equipment;
Research and preparation of all documentation for specifications, tenders, contracts and quotations;
To have an emergency response mechanism in place to overcome plant and machinery breakdowns in the field;
Ensure that programmed monthly field visits occur to Councils Road Construction crew and programmed monthly inspections to the outlying depots within the Shire;
To be able to undertake mechanical repairs in emergency situations and diagnose causal problems for transmittal to contracting mechanic or companies as needed;
To have an emergency response mechanism in place to overcome plant and machinery breakdowns in the field;
To have a programmed regular maintenance cycle for the Road Construction plant;
To have arranged and scheduled full servicing, maintenance and repairs for the Road Construction plant and equipment to occur over the Christmas holiday break.

Communications (Radio):

Responsible for all communications involving plant, equipment and vehicles (HF & UHF Radios, etc);
Communications licences;
Planning and documentation as is required;
Budgeting for communications;
Isolated workers communication strategy;
Routine radio contact control, scheduled calling (safety issues);
Assistance in an emergency or disaster situation.

Filing:

All filing and records in relation to plant, equipment and vehicles;
All filing for radio communications.

Depot:

Phone calls;
Deliveries;
Fuels & Oils;
Fuel card issues;
Fuel invoice checking and authorisation;
Off Road Diesel users permit applications and conditions;
Bulk fuel issues, cards and permits;
Internal radio communications involved in fire control;
Assistance to Manager Technical Services in plant mobilisation in an emergency situation.

EXTENT OF AUTHORITY:

Exercises a degree of autonomy, control projects and/or programs, establishes priorities and monitors work flow in areas of responsibility.

Solutions to problems can generally be found in documented techniques, precedents, guidelines or instructions. Assistance is available when required.

Signs orders for plant and materials that have been approved in the Council’s annual budget.

 

SELECTION CRITERIA:

Essential:

Current "A" Class Licence;
Appropriate experience and/or qualifications in all aspects of plant management and its technical environments;
At least 3 years experience in a multi-functional environment requiring an understanding of the technical and practical aspects of plant management;
Experience in plant resource management;
Experience in Occupational Health and Safety;
Experience in planning schedules and replacement programs;
Appropriate experience, qualifications and/or knowledge of mechanical work, with preference to having at least 3 years experience as a general mechanic.

Desirable:

Knowledge of plant capabilities, operation and maintenance;
Current "B" class licence;
Current Forklift ticket;
Knowledge of Occupational Health and Safety Legislation and operational requirements.
