POSITION DESCRIPTION

POSITION OBJECTIVES:
Objective of Position:
To ensure the efficient operation, planning, maintenance and upgrading
of all community facilities within the Shire of Ashburton.
Organise and co-ordinate the management of community services to
achieve maximum community participation and cost effectiveness of operations.
Encourage facilitate and attract social, sporting and cultural events
of regional significance to the district.
Develop and foster the cultural attributes and aspirations of the
communities of the Shire.
Within Section:
Raise and maintain the level of community based facilities and create
opportunities for the consequent delivery of quality service.
Within Organisation:
Liaise with Council officers in the planning and provision of new and
existing community facilities, services and activities appropriate to community needs.

5.3 Experience:
Sound supervisory experience.
Relevant experience in a Community Services role in Local Government or
Private Enterprise.
KEY DUTIES / RESPONSIBILITIES:
Oversee proper management of Council Libraries, swimming pools and
other public buildings and facilities;
Responsible for the supervision and management of Councils
welfare services;
Prepare reports and attend meetings of Council providing information
and advice on matters relevant to the Community Services Division;
Attend Community Meetings as required and implement follow up action;
Establish and maintain a working relationship with local organisations
and individuals offering community related advice and/or services;
Advise Council and Community groups on the availability of funds from
Federal, State, Local Government and other sources and assist with applications where
necessary;
Liaise with other Staff with the preparation of the Budget for the
Community Services Division;
Liaise with other Staff for the preparation of and application of fees
for usage of Community facilities and services;
Responsible for the fair and equitable allocation of recreation
facilities for all purposes and liaise with Councils Parks and Gardens Supervisors
on such usage;
Development and implementation of a Cultural Plan and Youth Services
Plan in consultation with the Council, communities and other relevant stakeholders;
Liaise with Staff in the planning and construction of
sporting/recreation facilities;
Disseminate information on Councils community initiatives and
projects to the community as and when required;
Development and maintenance of the Councils annual Community
Directory;
Oversee the initiation, planning and co-ordination of community
recreation programs;
Provide advice/support and initiate programs on matters relating to
Youth Culture and the Arts in consultation with the community;
Carry out community research as required to determine Community needs;
Meet with Community Groups as required to gain input into community
requirements and offer support regarding funding, incorporation etc;
Accept responsibility for the execution of special projects as
negotiated;
Oversee the management and implementation of the Onslow Home and
Community Care Program.

EXTENT OF AUTHORITY:
Limited direction and exercises managerial responsibility.
SELECTION CRITERIA:
Relevant tertiary qualifications in recreation, leisure or related
discipline and previous experience at a senior management level in either the
commercial or public sectors;

Developed financial skills;
Sound knowledge of alternate funding sources and their application and
administration;
Sound supervisory skills.
PERFORMANCE MEASUREMENT CRITERIA:
Satisfactory interpretation and communication of Councils vision,
goals, objectives and strategies to subordinate staff with the community services area,
resulting in the implementation of identified strategies and achievement of desired
outcomes.
Implementation of appropriate staff development and review programs
designed to maximise employee effectiveness and participation in improvements in work
practices.
Contributions towards identification of/and implementation of
improvements in procedures and structures resulting in improved effectiveness of
Councils service delivery efforts.
Demonstrated ability to provide the Council, the Chief Executive
Officer and the management team with professional and competent advice relevant to the
position of Manager Community Services within the Councils management structure.
Ability to adequately plan, program, initiate and supervise works and
services carried out within the community services section.
A level of written and oral communication ability expected of a senior
local government manager.
Commitment to continuing professional development either through formal
or informal means.
Commitment to keeping abreast of changes in legislation and regulations
which directly or indirectly impact upon the position of Manager Community Services and
its identified areas of responsibility.
Contributions to development and maintenance of a team approach to
management and problem solving throughout the Councils operations.
Maintenance of professional memberships and associations.
Establishment and employment of contemporary human resources management
practices and procedures. In particular, maintaining a high degree of professionalism at
all times with councillors, management and staff within the Councils employ and with
all others with whom the officer comes into contact on a professional basis.
